Mr Marc Morell, Co-ordinator of the MED-HYCOS Pilot Regional Centre (PRC), thanked our hosts for organising these meeting in Malta and welcomed the participants (see Annex 2).

Mr Azzopardi, Director of the Institute of Water Technology welcomed the participants and stressed the central role of Malta as a place for meeting and gathering and highlighted its contribution in fostering co-operation between Mediterranean countries.
Mr Riolo, Chief Executive of the Water Services Corporation presented the Institute of Water Technologies and expressed his support to the MED-HYCOS Project. Nevertheless, he noted that the progress were somehow slow and encouraged to proceed faster in the implementation of the project objectives. He highlighted with appreciation the opportunity provided by the project to access to of modern technology transfer.
Mr Tommaso Abrate, representative of the World Meteorological Organisation (WMO) thanked the Institute of Water Technologies and the Water Services Corporation for hosting the RTF3 and ICG meeting and for providing excellent facilities and recalled the main goals of the MED-HYCOS project. He informed the meeting of the availability of the third instalment of 500 000 US$ to procure supplementary equipment, develop demonstration projects, and additional activities. He also mentioned that the extension of MED-HYCOS to the Black Sea countries was being considered by the World Bank. He finally pointed out the necessity of giving more visibility to the project.
The meeting agreed on the agenda (see Annex 1).
The ICG went through the objectives of the project with :
proposals and recommendations by ICG
Objective 2 : development and implementation of the regional data base
Objective 3 : improvement of national hydrological services
Objective 4 : creation of an infrastructure to facilitate communication and co-operation
Objective 5 : implementation of a regional computer network

The conditions to be met by the countries to receive DCPs are :
admission to the Meteosat Data Collection System by filling and transmitting to WMO the EUMETSAT Admission Form with the WMO number of the station which has to be provided by the Permanent Representative of the country with WMO.

WMO purchased 5 additional DCPs as decided during the last ICG in Metkovic (Croatia).
In the early 1998, the remaining 8 DCPs would be distributed to the countries as follows :
Palestinian Authority 1
WMO sent a letter to 4 eligible countries and territories (Lebanon, Israel, Syria and Palestinian Authority) which had not yet signed the project document nor sent the EUMETSAT Admission Form, urging them to take the necessary actions to receive DCPs. Until now only Lebanon and the Palestinian Authority have positively replied to this letter.
The PRC has to prepare a proposal concerning the equipment of DCPs with additional sensors.
The co-ordinator suggested to discuss the following topics :
How to ensure real time access to data for each individual participating country ?
Request from Bulgaria and Slovenia to know if it would be possible to equip DCPs with modem transmitter
Depending on the needs and the objectives of these projects, the DCPs might be of two types :
Other DCPs with less slots, in order to reduce the costs whenever the full set of sensors is not required.
Water quality sensors to have a better knowledge of water quality.
The ICG agreed that some
countries should intensify their measurements concerning discharge and
distribution of rainfall on some representative catchment. This will lead
to a better monitoring of the hydrological balance of these catchment with
the possibility to transfer the results to other ungauged basins.
Additional transmitters such as Modem with a time step of less than one hour. The ICG asked the PRC to contact CEIS-TM to study this possibility.
The ICG recommended that agreements be established to integrate into the MED-HYCOS information system data coming from observing stations established by other projects.
The first RTF 2 meeting was held in Montpellier last July with the participation of experts from Algeria, Bulgaria, Malta, Slovenia, Romania, Turkey and Yugoslavia.
The Regional Data Base is under development and would in fact be a Hydrological Information System with WISE-HYCOS as proposed name.
François Chevenet, PRC computer engineer, is currently working on this system using Oracle with a Web interface using up-to-date management and communication technologies.
Presently, experts from Bulgaria, Romania and Slovenia are actively participating on this development in Montpellier. Furthermore, ORSTOM teams in Ouagadougou (HYCOS-AOC), are working on the cartographic aspects of WISE-HYCOS.
The possible links with similar programs having the same problematic, such as ESIMEAU (Information Technologies for Water Resources Management and Modelling in Semi-Arid Areas) would be examined.
The participation of ORSTOM in the ESIMEAU project financed by EEC was requested by partners and was confirmed. This programme concerns engineering and research Institutes and Universities from Morocco, Algeria, Tunisia, Lebanon, Greece and the Netherlands, under the co-ordination of INRIA (French National Institute of Applied Research in Computer Science). The first meeting of this programme will be held in Beyrouth in December 1997.
It is hoped that the information system developed by MED-HYCOS could be the sound basis of the ESIMEAU system. ESIMEAU shall incorporate hydro-meteorological time series data and spatial data coming from GIS, remote sensing, digital elevation model, etc.
MED-HYCOS will get some benefices from a strong collaboration with ESIMEAU through ORSTOM.
Furthermore, the PRC in agreement with the World Bank and WMO ordered a detailed study to SERIAT, a French Engineering Company, for studies and development in computer science, multimedia and telecommunication, in order to specify the specifications of the WISE-HYCOS system. A detailed document and a time table prepared trough the collaboration of computer engineers and hydrologists of the MED-HYCOS project should be delivered in December 1997.
On the basis of the technical specifications presented by SERIAT, the contribution of the different partners in the development of the information system would be defined more precisely.
It is necessary to establish an agreement on data supply and to define different levels of access to the data to be stored into the Regional Data Base. Right now, the MED-HYCOS DCPs data are collected in the Regional Data Base and disseminated on the Web under graphical display.
Before the end of this year, the data base and its tools would be operational on the WEB.
WMO has sent a letter to each MED-HYCOS representative asking them to provide the PRC with additional Data as agreed upon in the Montpellier RTF2 and 4 joint meeting already mentioned.
The PRC needs these data for two main reasons to :
add information and data on the Web site.
The PRC visited the GRDC
last August. One of the result of this visit is the transfer of a part
of the GRDC data to the PRC in order to test the Regional Data Base management
According to the recommendation of the RTF 4 meeting held in Montpellier last July, MED-HYCOS Project shall develop some products through three sub-regional projects : international water, pollution of the sea, evaluation of evapotranspiration. These projects need complementary data as spatial information from remote sensing, GIS, digital terrain modelling, as data on water uses, etc.
The ICG noted that the European Union has recommended to include multidisciplinary aspects in the development of information system.
For this reason it would be very useful to extend the MED-HYCOS Regional Data Base to an Integrated Hydrological Information System with immediate applications through the Mediterranean, Black sea and West African countries.
The evolution of the Regional Data Base into an Integrated System should be defined in order to satisfy the needs of the MED-HYCOS participating countries, on the basis of the propositions by SERIAT and also the possible exchanges with other projects such as ESIMEAU.
The document elaborated by SERIAT would specified the conception of WISE-HYCOS and its evolution as follows :
conditions of access for the different users;
functions of the system;
interfaces and requests;
detailed description of the data base;
data security conditions;
detailed system design and performances;
further development of the system;
questions related to the data acquisition and validation;
time table of the system development;
Certain scientific tools which would be applied could be in controlled access. Only the results of the specific studies issued by the participating countries will be in free access;
The ICG recommended that the prototype of WISE-HYCOS should be available and operational by June 1998.
Primary quality checked data;
Data validated by the countries.
The second and third types of data would be on the Web Site, according to the agreement between the supplier and the PRC. The validation of the data would be under the responsibility of the supplier.
The ICG proposed that procedures to check and validate the data be developed according to the WMO standards.
The task of the primary check of the data is to eliminate obviously wrong data. This would be done by a PRC technician with the collaboration of a technician designated in the country concerned. The ICG proposed that these national technicians should be involved for a certain period in the management of the data base and of the Web Site in the PRC. This period would be considered as training in data base operation.

Objective 3 consists in improving the national hydrological services and networks, notably through the provision of new equipment and development of related to training programs.
These activities should promote international standards in data acquisition, processing and dissemination.
A questionnaire written by Mr. Dimitrov and Mr. Muzic was sent to the countries to assess the present status of hydrological practices in hydrometry and telemetry in order to identify the needs of the National Hydrological Services. Priority should be established as well as a time table for next year in order to satisfy as much as possible the needs of the countries.
Fourteen countries answered the questionnaire aimed at providing objective information about the present status of the hydrological practices in hydrometry and telemetry in order to identify the needs of the national hydrological services of additional recommendations, equipment and training. Part of the questionnaire answers are summarised in the two tables attached as Annex 5. This would also be helpful the PRC to have a better idea of what could be actually expected from the countries in terms of real time data transmission.
To conform with the MED-HYCOS requirements, countries should try to update their rating curves and validate discharge data of MED-HYCOS stations at quarterly or shorter intervals, as appropriate.
Furthermore 50 % of the countries apply the mass-balance method of respective catchment to control the validity of their data.
To maintain a satisfactory level of preparedness, countries are often providing the personnel involved with recommendations and guidelines to ensure correct practices.
Some countries like Algeria, France, Morocco, Romania and Turkey organise regular refresher courses to update personnel with the recent technology, while four countries adopt limited individual training methods because of financial constrains.
Considerable needs were also expressed for manuals, standards and training, especially for the data processing as well as to discharge measurement and establishment of the rating curves.
In view of the needs expressed by the countries and also of the limited budget of the MED-HYCOS project it was agreed that the project should serve as a catalyst to obtain more funds. The project should provide the countries with the up-to-date technology and standards. Albania, Bosnia, Palestinian Authority and Bulgaria are suffering from a severe shortage of high-tech hydrometric equipment. Therefore, efforts should be focused on these countries to alleviate their hydrometric monitoring problems.
The ICG agreed to plan an expert mission to help the Palestinian Water Authority in this matter, as needed.
The ICG agreed that according to the project objectives the level of national data processing systems should be unified. This would facilitate the exchange of software and ensure the use of appropriate updated standard algorithms.
Funds should be allocated to equip all the eligible countries with PC-based computers that can handle MapInfo and database management software in a LINUX environment. The importance of the dissemination of standardised software for hydrometric calculations was discussed. Several possibilities exist: improvement of existing products (e.g. HIDRAM), purchasing existing high-tech products (e.g. HYDATA), etc. The meeting decided that more detailed investigation should be conducted on this topic before the next ICG meeting.
The ICG recommended that the PRC in conjunction with WMO should make proposals to prioritise the countries requests.
The communication between the partners must be increased in order to :
Develop contacts between the countries.
The Web Site is being improved by François Chevenet to integrate data and dynamic tools.
The MED-HYCOS Web site is designed to provide administrative and technical information on the project and to allow access to and transfer of data and information. The Web site has to be considered as being at the same time a tool and a way for promoting the project.
Lists of distribution to encourage communications, in and between the different groups : ICG, RTF, etc. were just opened. This is one of the reasons for each participant to have an Internet address.
As already stated there are obvious links between MED-HYCOS and ESIMEAU information system.
The PRC applied for funds from the French Ministry of the Environment and Regional Assembly in order to support the PRC running costs. The present funds available from the World Bank funding and the support of French organisations would help MED-HYCOS to run until the end of 1998. However, it is urgent to concentrate on other funding solutions to be able to continue the project
Besides, a primary study on funding possibilities shows that the MED-HYCOS programme should apply for two EEC calls for proposals which are : ENRICH and ESPRIT. The respective dead lines are the sixteenth of December 1997 and March 1998.
At the initiative of the PRC a study by SERIAT for a preparation of a Dossier for the promotion of MED-HYCOS project is being conducted.
The preparation of the brochure and of the poster shall be conducted by the PRC without delay.
Furthermore, the project has to show as soon as possible some concrete products.
RTF4 decided in June 1997, in Montpellier that the products of the information system on a regional level should be as follows :
evaluation of trends and tendencies;
The projects on a subregional level are :
pollution of the Mediterranean Sea;
M. Iacovides from Cyprus would co-operate with the remote sensing centre in Montpellier in order to set up the last project : evapotranspiration evaluation.
The second project has not yet been explored.
Concerning the links with other programs, WMO should contact the BSEC in order to extend the project activities to the Black Sea basin. PRC should contact the PAM.
To ensure the success of objective 4, the PRC should create several small groups which would concentrate on specific tasks such as :
links with other projects
regional projects, etc…
Marine Science and Technology (MAST);
Co-operation with third countries and international organisations (INCO).
The meeting considered the participation in ENRICH as a useful opportunity to increase available resources for the MED-HYCOS project and recommended to submit the proposal: "Development and Implementation of the Hydrological Information System - WISE–HYDRO" (provisional title) to this call. The proposal will be linked to the following activities :
Prospective studies like trends, tendencies, representative catchment, droughts, etc.;
Networking actions including electronic systems;
Training courses and capacity building actions, with multimedia pedagogical dissemination;
Development of tools for the visualisation of data on WWW server (graphical and statistical representations, etc.);
CD-ROM publishing with presentations, brochure, pictures, etc.
Before the 20 of November PRC would send to the above-mentioned countries a letter with a brief presentation of the content and objectives of the project and an official invitation to attend a meeting for its preparation, to be held in Montpellier from 24 to 28 November1997. The participating countries are invited to prepare prior to the meeting comments and proposals for the formulation of the proposal. It is recalled that the deadline for the submission of proposals is the 15 December 1997.
The support of WCRP to this proposal would be sought.
The meeting noted that
the products included in the proposal for ENRICH were of considerable interest
for the Project and their development should be funded using the available
resources. The guidelines for the development of the basic visualisation
tools on the Web will be set up by the participants in the meeting for
the development of the ENRICH proposal together with PRC experts.
The meeting was also informed about the interest to prepare another proposal in relation with the ESPRIT call for proposal, especially in the domain I: Software technologies, area 3: Distributed Systems and Data Base Technology. The deadline for the submission is March 1998, and the meeting agreed that the formulation of the relevant proposal would be considered by ICG members later on.
Concerning the other demonstration product identified by RTF 4 meeting (June 1997), the ICG asked the facilitators to prepare a draft proposal (including the required support for their development, input and output, algorithms to be applied, etc.) to be discussed by the next RTF 4 (planned in February-March 1998). The facilitators, identified by RTF 4 are:

International waters and transboundary co-operation : Bulgaria
Pollution to coastal zones : Malta and Albania
Evapotranspiration : Cyprus
The meeting recommended that only basic visualisation tools be made available on the Web site, whereas for other products only the result of the analysis will be published. It was also stressed that all the products must be connected to the use of real / near real time data.
The meeting invited WMO and PRC to get in touch with the Black Sea Economic Commission (BSEC) in order to seek its support and co-operation in the actions aimed at ensuring the extension of the project to the Black Sea Countries, particularly with the World Bank and the EU.
Objective 5 concentrates on the implementation of a regional computer network. WMO which is responsible for the implementation of this objective is carrying out a survey to evaluate the status in the countries regarding Internet and the Global Telecommunication System (GTS).
The meeting noted that
two countries (Morocco and Tunisia) had been visited and proposals made
in order to improve the situation. It was recognised that further collaboration
between the Meteorological and Hydrological services would be more cost
effective regarding in particular the telecommunication aspects of the
Concerning these additional funds WMO and ORSTOM should extend by simple exchange of letters the existing agreement. This agreement should include a budget and a work plan by activity.
The ICG recommended that
in order to allow the completion of the activities planned the duration
of the initial phase and the agreement between WMO and ORSTOM should be
extended until May 1999.
The ICG welcomed the offer
by Italy and Spain to develop, in co-operation with the PRC, training programmes
for the MED-HYCOS participating countries and requested the PRC to prepare
a detailed proposal for this training.
The representative of
Turkey and Bulgaria informed the ICG that they would like to host one of
the next events to be organised within the framework of the MED-HYCOS project.
As on the second ICG meeting,
the meeting emphasised the fact that the signature of the project document
by non eligible countries such as France, Spain, Italy, Greece, Portugal,
would be of great support notably for fund rising purposes. It urged the
countries concerned to take the necessary actions to have the document
signed. WMO will provide further copies of this document as required.
APPROVAL OF THE REPORT
The participants considered
and adopted the draft final report of the meeting with its Annexes. The
meeting requested the PRC to undertake all editorial changes deemed necessary
to finalise the report and to circulate it to all members of the Initial
Co-ordinating Group and to all the participating countries.
In their closing addresses, both the representative of the WMO Secretariat and the PRC Co-ordinator thanked the Maltese authorities for their warm hospitality and the excellent facilities provided, joined their voices to thank all the participants for their strong support and active involvement in MED-HYCOS.

The Pilot Regional Centre of MED-HYCOS project (MED-HYCOS PRC) operates under the auspices of the World Meteorological Organisation (WMO) on the advice of its Initial Co-ordinating Group (ICG) (Bulgaria, France, Italy, Malta, Romania, Slovenia, Spain, Tunisia, World Bank, Friend-Amhy, Medias-France, ORSTOM) and in co-operation with the participating countries :

The MED-HYCOS PRC is hosted by ORSTOM (the French Institute for the Scientific Research through Co-operation).
One of the main aims of the PRC is the acquisition and the dissemination through Internet of hydrometeorological data.
The MED-HYCOS Data Collecting Platforms (DCP) transmit different parameters which are : water level, rainfall, water and air temperatures.
The participating countries are asked to provide PRC with near real time data collected on others national stations.
The participating countries are also asked to provide PRC with descriptive information on National service and their hydro-meteorological network and with hydro-meteorological data as follows :
- Raw real time data from the DCP (levels, rainfall, temperatures, etc.)
- Near real time data from other national stations ((levels, rainfall, temperatures, etc.)
- Historical data, mainly daily discharges, from the DCP sites
- Historical data, mainly daily discharges and rainfalls, from the other national stations
According to the MED-HYCOS project document and the ICG recommendations :
- The edition and the dissemination of the real time data measured on MED-HYCOS DCPs, of available historical data from MED-HYCOS DCPs sites, and of near real time data from other national stations must be unrestricted
- The edition and the dissemination of historical data from other national stations must be regulated by an agreement between the supplier and the PRC.
The PRC and the supplier agree :
The supplier will provide to the PRC descriptive information related to the National service which is in charge of the exploitation and maintenance of the MED-HYCOS DCPs and other national stations.
The MED-HYCOS Collecting Platforms, their parameters, installation dates and historical series are listed in annex 1.
The real time data concern all the parameters measured by the actual sensors of the DCPs (levels, rainfall, temperatures) and by future additional sensors (water quality, meteorological parameters).
The hourly Raw data are transmitted by the MED-HYCOS DCPs through Meteosat every 3 hours. These data are registered on the PRC Meteosat Direct Reception Station and daily transferred on the RAW DATA BASE. Water levels should be transformed into discharges by the PRC for intermediate use.
Then, these data are made available by the PRC in free access through the Web Site with the following mention :

As soon as possible, the supplier will send to the PRC the validated data related to the initial Raw data and discharges, under a standard format.

This Standard Format for
Data Supply (SFDS) is established to ease the data import in the Regional
Data Base and to facilitate the data exchange between the participating
countries. This format is given in annex 4.
The supplier declares to be the owner and the author of information and data transferred to the PRC.
Editing and dissemination rights of descriptive information and data are transferred by the supplier to the PRC without exclusivity.
The PRC is authorised by the supplier to publish and disseminate the descriptive information and data on various editing media such as electronic transmission (Internet, Web Site, e-mail), paper, CD-ROM, Movies, etc.
The annex 3 specifies
the list of the historical data supplied to the PRC and the possible restrictions
requested by the supplier for their use by the PRC and for their access
and use by a third party.
The use of all information and hydro-meteorological data by a user is strictly limited to non profit making purposes with the acceptance of the supplier.
The user is not allowed :
- to transfer or the dissemination of information or data to a third party
- to copy partially or entirely information or hydro-meteorological data.
Commercial use is strictly forbidden.
Information and data produced by the supplier are edited by the PRC without any guarantee.
Data provided by name of the supplier through the MED-HYCOS Project
The use of all information and hydro-meteorological data is strictly limited.
For any use of the data, one must require the agreement of the supplier.
Commercial use is strictly forbidden.
In any case, the responsibility of name of the supplier
and of the MED-HYCOS Project will not be engaged.
This agreement is valid as long as the MED-HYCOS PRC will be hosted by ORSTOM in Montpellier, as mentioned in World Meteorological Organisation and ORSTOM agreement.
Neither the PRC nor the supplier can be held responsible for the consequences of the use of disseminated information and data through the MED-HYCOS Web Site or within other media.
In case of a fraudulent use of information or data, the supplier and the PRC, with the help of WMO will engage action against the contravening user.

(3) That the Technical Regulations, in section [D.1.1] 8.3.1(k), record that, in general, the routine functions of national Hydrological Services (NHSs) should include, inter alia, "making data accessible to users, when, where, and in the form they require" and that the Technical Regulations also contain a consolidated list of data and product requirements to support all WMO Programmes1,
(1) The significance attached by the International Conference on Water and the Environment (Dublin, 1992) to extending the knowledge base about water and enhancing the capacity of water sector specialists to implement all aspects of integrated water resources management,
(2) The call of world leaders at the United Nations Conference on Environment and Development (UNCED) for a significant strengthening of, and capacity building in, water resources assessment, and the request of the United Nations Commission on Sustainable Development (CSD) for a comprehensive assessment of the freshwater resources of the world,
(3) The requirements for water-related terrestrial monitoring specified by the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the Convention to Combat Desertification,
(4) The requirement for the global exchange of hydrological information in support of scientific investigations of global change and the global hydrological cycle, and the contribution to such programs and projects as the Global Climate Observing System (GCOS), the Global Terrestrial Observing System (GTOS), the International Geosphere-Biosphere Program (IGBP), the Global Runoff Data Center (GRDC), the Global Precipitation Climatology Center (GPCC), the World Hydrological Cycle Observing System (WHYCOS) and the Flow Regimes from International Experiments and Network Data (FRIEND),
(1) The responsibility of Members and their NHSs to provide for the security and well-being of the people of their countries, through mitigation of water-related hazards and sustainable management of water resources,
(2) The continuing need for strengthening the capabilities of NHSs, particularly in developing countries,
(3) The right of Governments to choose the manner by which, and the extent to which, they make hydrological data and products available domestically and internationally,
(4) The requirement by some Members that their NHSs earn revenue from users, and/or adopt commercial practices in managing their businesses,
(5) The long-established provision of some hydrological products and services on a commercial basis and in a competitive environment, and the impacts, both positive and negative, associated with such arrangements,
Adopts a stand of committing to broadening and enhancing, whenever possible, the free and unrestricted2 international exchange of hydrological data, in consonance with the expanding requirements for WMO’s scientific and technical expertise;
Further adopts the following practice on the international exchange of hydrological information:
(1) Members shall provide on a free and unrestricted basis those hydrological data which are necessary for the provision of services in support of the protection of life and property and for the well-being of all nations;
(2) Members should also provide additional hydrological data and products, where available, which are required to sustain WMO and other international programs and projects, such as under Considering (4), related to operational hydrology and water resources research at the global, regional and national levels and, furthermore, to assist other Members in the provision of hydrological services in their country;
(3) Members should provide to the research and education communities, for their non-commercial activities, free and unrestricted use of all data and products under the auspices of WMO;
(4) Respecting (2) and (3) above, Members may place conditions on the re-export3 for commercial use of these hydrological data and products, outside the receiving country or group of countries forming a single economic group for reasons of national laws or costs of production, for example;
(1) Make their best efforts to implement the practice on the international exchange of hydrological data and products, as described in Further adopts (1) to (5);
(1) Invite the Commission to provide advice and assistance on technical aspects of the implementation of the practice on the international exchange of hydrological data and products;
(2) Keep the implementation of this resolution under review and report to Fourteenth Congress;

(1) The general policies of the Organization, as set down in the Third WMO Long-term Plan (1992–2001) adopted by Eleventh Congress, which include, inter alia, that Members should reaffirm their commitment to the free and unrestricted international exchange of basic meteorological data and products, as defined in WMO Programs (Third WMO Long-term Plan, Part I, Chapter 4, paragraph 127),
(1) The continuing fundamental importance, for the provision of meteorological services in all countries, of the exchange of meteorological data and products between WMO Members’ national Meteorological or Hydrometeorological Services (NMSs), WMCs, and RSMCs of the WWW Program,
(2) Other programs of world importance such as GCOS, GOOS, WCRP, and IGOSS, which are sponsored and implemented in cooperation with other international organizations,
(3) The basic role of WMO Members’ NMSs in furthering applications of meteorology to all human activities,
(4) The call by the world leaders at UNCED (Brazil, 1992) for increasing global commitment to exchange scientific data and analysis and for promoting access to strengthened systematic observations,
(1) The increasing requirement for the global exchange of all types of environmental data in addition to the established ongoing exchange of meteorological data and products under the auspices of the WWW,
(2) The basic responsibility of Members and their NMSs to provide universal services in support of safety, security and economic benefits for the peoples of their countries,
(3) The dependence of Members and their NMSs on the stable, cooperative international exchange of meteorological and related data and products for discharging their responsibilities,
(4) The continuing requirement for Governments to provide for the meteorological infrastructure of their countries,
(5) The continuing need for, and benefits from, strengthening the capabilities of NMSs, in particular in developing countries, to improve the provision of services,
(6) The dependence of
the research and education communities on access to meteorological and
related data and products,
(1) The existence of a trend towards the commercialization of many meteorological and hydrological activities,
(2) The requirement by some Members that their NMSs initiate or increase their commercial activities,
(3) The risk arising from commercialization to the established system of free and unrestricted exchange of data and products, which forms the basis for the WWW, and to global cooperation in meteorology,
(4) Both positive and negative impacts on the capacities, expertise and development of NMSs, and particularly those of developing countries, from commercial operations within their territories by the commercial sector including the commercial activities of other NMSs,
Reminds Members of their obligations under Article 2 of the WMO Convention to facilitate worldwide cooperation in the establishment of observing networks and to promote the exchange of meteorological and related information; and of the need to ensure stable ongoing commitment of resources to meet this obligation in the common interest of all nations;
Adopts the following policy on the international exchange of meteorological and related data and products:
As a fundamental principle of the World Meteorological Organization (WMO), and in consonance with the expanding requirements for its scientific and technical expertise, WMO commits itself to broadening and enhancing the free and unrestricted1 international exchange of meteorological and related data and products;
Adopts the following practice on the international exchange of meteorological and related data and products2:
(1) Members shall provide on a free and unrestricted basis essential data and products which are necessary for the provision of services in support of the protection of life and property and the well-being of all nations, particularly those basic data and products, as, at a minimum, described in Annex 1 to this resolution, required to describe and forecast accurately weather and climate, and support WMO Programs;
(2) Members should also provide the additional data and products which are required to sustain WMO Programs at the global, regional, and national levels and, further, as agreed, to assist other Members in the provision of meteorological services in their countries. While increasing the volume of data and products available to all Members by providing these additional data and products, it is understood that WMO Members may be justified in placing conditions on their re-export for commercial purposes outside of the receiving country or group of countries forming a single economic group, for reasons such as national laws or costs of production;
(3) Members should provide to the research and education communities, for their non-commercial activities, free and unrestricted access to all data and products exchanged under the auspices of WMO with the understanding that their commercial activities are subject to the same conditions identified in Adopts (2) above;
Stresses that all meteorological and related data and products required to fulfil Members’ obligations under WMO Programs will be encompassed by the combination of essential and additional data and products exchanged by Members;
Urges Members to:
(1) Strengthen their commitment to the free and unrestricted exchange of meteorological and related data and products;
(2) Increase the volume of data and products exchanged to meet the needs of WMO Programs;
(3) Assist other Members, to the extent possible, and as agreed, by providing additional data and products in support of time-sensitive operations regarding severe weather warnings;
(4) Strengthen their commitments to the WMO and ICSU WDCs in their collection and supply of meteorological and related data and products on a free and unrestricted basis;
(5) Implement the practice on the international exchange of meteorological and related data and products, as described in Adopts (1) to (3) above;
(6) Make known to all
Members, through the WMO Secretariat, those meteorological and related
data and products which have conditions related to their re-export for
commercial purposes outside of the receiving country or group of countries
forming a single economic group;
Further urges Members to comply with:
(1) The Guidelines for Relations among National Meteorological or Hydrometeorological Services Regarding Commercial Activities as given in Annex 2 to this resolution;
(2) The Guidelines for Relations between National Meteorological or Hydrometeorological Services and the Commercial Sector as given in Annex 3 to this resolution;
Invites Members to provide explanation of the WMO policy, practice, and guidelines to the commercial sector and other appropriate agencies and organizations;
Requests the Executive Council to:
(1) Invite the president of CBS, in collaboration with the other technical commissions as appropriate, to provide advice and assistance on the technical aspects of implementation of the practice;
(2) Invite the president of CHy to continue his work on the issue of commercialization and the international exchange of hydrological data and products;
(3) Keep the implementation of this resolution under review and report to Thirteenth Congress;
Requests the Secretary-General to:
(1) Keep Members informed on the impacts of commercialization on WMO Programs and to facilitate the exchange of relevant information on commercialization among NMSs;
(2) Report on a timely basis to all Members on those meteorological and related data and products on which Members have placed conditions related to their re-export for commercial purposes;
(3) Maintain effective coordination with IOC and other involved international organizations in respect of joint programs during WMO’s implementation of the practice;
Decides to review the implementation of this resolution at Thirteenth Congress.
Annex 1 to Resolution
DATA AND PRODUCTS TO BE EXCHANGED WITHOUT CHARGE AND WITH NO CONDITIONS ON USE
The purpose of this listing of meteorological and related data and products is to identify a minimum set of data and products which are essential to support WMO Programs and which Members shall exchange without charge and with no conditions on use. The meteorological and related data and products which are essential to support WMO Programs include, in general, the data from the RBSNs and as many data as possible that will assist in defining the state of the atmosphere at least on a scale of the order of 200 km in the horizontal and six to 12 hours in time.
(1) Six-hourly surface synoptic data from RBSNs, e.g. data in SYNOP, BUFR or other general purpose WMO Code;
(2) All available in situ observations from the marine environment, e.g. data in SHIP, BUOY, BATHY, TESAC codes, etc.;
(3) All available aircraft reports, e.g. data in AMDAR, AIREP codes, etc.;
(4) All available data from upper air sounding networks, e.g. data in TEMP, PILOT, TEMP SHIP, PILOT SHIP codes etc.;
(5) All reports from the network of stations recommended by the regional associations as necessary to provide a good representation of climate, e.g. data in CLIMAT/CLIMAT TEMP and CLIMAT SHIP/CLIMAT TEMP SHIP codes, etc.;
(6) Products distributed by WMCs and RSMCs to meet their WMO obligations;
(7) Severe weather warnings
and advisories for the protection of life and property targeted upon end-users;
GUIDELINES FOR RELATIONS AMONG NATIONAL METEOROLOGICAL OR HYDROMETEOROLOGICAL SERVICES (NMSs) REGARDING COMMERCIAL ACTIVITIES
The purpose of these guidelines is to maintain and strengthen in the public interest the cooperative and supportive relations among NMSs in the face of differing national approaches to the growth of commercial meteorological activities.
In order to ensure the maintenance of the international exchange of data and products among WMO Members, and to develop the applications of meteorology, while adapting to the new challenge from the growth of commercial meteorological activities:
1. NMSs should provide the first point of receipt within a country for WWW data and products, in order to have complete and timely access to all the information necessary for the production of weather forecasts and warnings and other meteorological/climatological services necessary for the protection of life and property and other public interest responsibilities entrusted to the NMSs and without prejudice to the national laws of their territory of location;
2. NMSs should make their best efforts to ensure that the conditions which have been applied by the originator of additional data and products3 are made known to initial and subsequent recipients;
3. In the case where conditions accompanying the exchange of additional data and products are not honored, the originating NMS may take appropriate actions including denial of access of these additional data and products to the receiving Member;
4. NMSs may export NWP regional model products employing additional data and products for commercial purposes outside the country of the Member running the model, unless objected to by an affected Member. Every effort should be made to coordinate the provision of such services prior to implementation to avoid possible harm to other Members;
5. NMSs may distribute and export products from global NWP models without regard to conditions which were attached to the original data used in the models;
6. Services or products whose construction would suffer significant degradation by removal of the additional data or products and from which the additional data and/or products can be retrieved easily, or their use can be identified unambiguously, should carry the same conditions on their re-export for commercial purposes as those additional data or products;
7. An NMS receiving a request from a local client for service that it cannot fulfil may seek assistance from another NMS with the capacity to provide it. Where appropriate to enhance the free and unrestricted exchange of data and products among WMO Members, the service should as far as possible be made available through the offices of the NMS of the country within which the client is located;
10. NMSs should, to the extent possible, refrain from using basic WWW data and products received from other countries in ways which jeopardize the performance of the public interest responsibilities of the originating NMSs within their own countries. If an NMS finds that, in the undertaking of its public interest responsibilities it is affected adversely by a public or private organization in another country, it may warn the NMS in the country from which the organization is deriving the data and products. The latter NMS should consider measures to mitigate these adverse effects and take those actions appropriate under its national laws;
11. NMSs with experience in commercial activities should make their expertise available, on request, to other NMSs, especially NMSs of developing countries, through the WMO Secretariat and bilaterally, and provide relevant documentation, seminars and training programs to developing countries, on request, on the same financial basis as other WMO education and training courses are provided.
In implementing these guidelines, NMSs should take into account and, as far as possible, respect the different legal, administrative, and funding frameworks which govern the practices of NMSs in other countries or group of countries forming a single economic group. NMSs should, in particular, note that other NMSs will be bound by their own national laws and regulations regarding any trade restrictive practices. Furthermore, where a group of countries form a single economic group, the internal laws and regulations appropriate to that group shall, for all internal group activities, take precedence over any conflicting guidelines.
Annex 3 to Resolution
GUIDELINES FOR RELATIONS BETWEEN NATIONAL METEOROLOGICAL OR HYDROMETEOROLOGICAL SERVICES (NMSs) AND THE COMMERCIAL SECTOR
The purpose of these guidelines is to further improve the relationship between NMSs and the commercial sector. The development of the exchange of meteorological and related information depends greatly upon sound, fair, transparent, and stable relations between these two sectors.
These guidelines apply to the commercial sector engaged in meteorological activities, which includes government organizations engaged in commercial meteorological activities.
In order to enhance the relationship between the two sectors:
1. In the common interest, the commercial sector is urged to respect the international data exchange principles of the WWW and other WMO Programs;
2. The commercial sector is urged to recognize and acknowledge the essential contribution of NMSs and of WMO to the activities of the commercial sector. NMSs and the commercial sector are urged to recognize the interdependence and mutual benefit possible from cooperative interaction;
3. In the case where the NMS of a country, particularly of a developing country, were to consider itself affected by the commercial sector’s commercial use of data originated in its own country, all parties involved shall undertake negotiations to achieve appropriate and satisfactory agreements;
4. Unless authorized to do so by the relevant Member, commercial sector providers of meteorological services should not publicly issue warnings and forecasts relevant to the safety of life and property in the country or maritime area where they operate. Warnings and forecasts relevant to the safety of life and property publicly issued by the commercial sector should be consistent with those originated by NMSs or by other official originators in the course of the performance of their public service responsibilities;
5. In providing services, the commercial sector should be encouraged to employ meteorological terminology consistent with established national and international practice;
6. Commercial sector providers of meteorological services should respect the sovereignty and rules and regulations of the countries in which they deliver services;
7. NMSs are encouraged to discuss with their countries’ meteorological community and professional societies the issues associated with the international activities of the commercial sector;
8. NMSs are encouraged to collaborate with their countries’ commercial sector and their professional societies to maximize the use of meteorological information within their country.
