Annexe 5: schedule for the activities carried out in 1997 The implementation strategy has been set up for the first three years of the programme (May 1995 - May 1998) to fulfil the 5 immediate objectives of the project: OBJECTIVE 1: Installation of a network of key stations of multisensor-equipped Data Collection Platforms (DCPs) for the collection and transmission of several variables related to water resources monitoring OBJECTIVE 2: Development and implementation of the regional data base for water resources OBJECTIVE 3: Improvement of national hydrological services and networks notably through provision of new equipment and development of related training programmes OBJECTIVE 4: Creation of an information infrastructure to provide connectivity between the MED - HYCOS project and other development initiatives within the region. OBJECTIVE 5: Implementation of a regional computer network for the monitoring of the regional waterresources. The countries participating in the project are listed in Table 1 of Annex 1 and Annex 2 gives the list of the MED-HYCOS national representatives. The agreement between WMO and ORSTOM has been signed in March 1997. It concerns the implementation of the MED-HYCOS activities for the end of the year 1996 and the year 1997. Article 8 of the agreement offers the possibility to extend the agreement by simple exchange of letters dated and signed between the parties. This agreement allowed the PRC to receive funds covering the expenses of 1996 and an advance payment for 1997 from the two first trenches of the World Bank’s grant and to efficiently start the activities of the project. 2.1.
PRC
In 1997, the PRC run its activities in the Lavalette building, equipped and rented by ORSTOM for the MED-HYCOS project. However, the building is still to be equipped with a 2 Mb full Internet connection. Therefore, up to now the data base and the Web server are located in the neighbour ORSTOM centre. As agreed at the last meeting of the interim Co-ordinating Group (ICG) in Malta (5 to 15 November 1997) the full Internet connection for the PRC will be funded by the project. In 1997,the "Conseil Régional Languedoc-Rousillon" provided 140 thousand French francs in order to rehabilitate the building close to the PRC which was used for the storage of equipment for the project. 2.1.2. ORSTOM’ staff involvement According to the agreement between WMO and ORSTOM the equivalent of 3 staff/year should have been devoted by ORSTOM to the project. In 1997, the equivalent of 5 full time ORSTOM staff were put at the disposal of the PRC. The following list indicates the number of months (within brackets) per staff : 2.1.3. Missions conducted by the PRC Most of the missions carried out by PRC members were undertaken during RTF meetings. However, 3 missions were conducted apart from these meetings : The Initial Co-ordinating Group held its second meeting in Metkovic (Croatia) from May 12 to 14 and its third one in Luqa (Malta) from November 10 to 14. The following countries and organisations were represented in Croatia : - Bulgaria, Spain, France, Italy, Malta, Romania, Tunisia, and Slovenia as an invited observer, WMO, ORSTOM and GRDC as an invited observer). The following countries and organisations were represented in Malta : - Bulgaria, Italy, Malta, Slovenia, Tunisia, Romania and Albania (invited as observer), WMO and MEDIAS-France. The reports of these meetings have been distributed to all the project partners and are available on the MED-HYCOS Web site. 2.3. Objective 1 : Network of DCPs 2.3.1. DCPs tests and shipment The 20 DCPs ordered in February 1996 were delivered to the PRC in August 1996: The PRC conducted the factory acceptance tests, and started shipping the first DCPs in March 1997 to the countries fulfilling the following conditions :
The remaining three stations are allocated for Algeria (2) and Cyprus (1) and will be shipped to this country as soon as possible. The 5 stations ordered by WMO in August 1997 will be delivered in May 1998 and will be distributed to the following countries : Bosnia (1), Lebanon (2), Turkey (1), Palestinian Territories (1). According to the decisions agreed upon during the ICG meeting in Malta, 15 additional stations will be ordered in 1998. These stations will be installed in selected locations in order to satisfy the needs of demonstration projects at national/regional levels. 2.3.2. RTF1 training session - May 1997 Taking advantage of the installation of the first MED-HYCOS DCP in Croatia, a training session for the installation, operation and maintenance of DCP was held in Metkovic (Croatia) from May 12 to 24. The training was led by Pierre Marchand (PRC) and by trainers from some participating countries trained in September 1996 in Montpellier. The following countries were represented : Bosnia, Cyprus, Croatia, Macedonia, Malta, Romania, Slovenia, Tunisia, Turkey, and Yugoslavia The report of this meeting
has been distributed and is available on the MED-HYCOS Web site.
2.4. Objective 2: MED-HYCOS information system During the year 1997 it was agreed to develop the MED-HYCOS hydrometeorological regional data base towards an information system integrating heterogeneous information (text, hydrological data) and various graphical and cartographic tools. François Chevenet carried on the development of the system interfacing the regional data base administrated under the ORACLE Data Base Management System (DBMS) with the Web. The results of the preliminary studies have been presented during the first RTF2 meeting held in Montpellier from June 30 to July 4 with the participation of the following countries : Algeria, Bulgaria, Malta, Romania, Slovenia, Turkey, Yugoslavia This meeting allowed the above mentioned countries to present a state of the art of their national data bases and to define the main tasks of the RTF2. According to the decisions agreed upon two experts from the participating countries Yonka Serkedjieva (National Institute of Meteorology and Hydrology of Bulgaria) and Jose Miklavcic (Hydrometeorological Institute of Slovenia) worked at the PRC in Montpellier from September 15 to November 15 to participate in the development of the regional data base. The PRC also welcomed within the EC TEMPUS programme Raluka Giurma (Technical University GH. Asachi of Iasi in Romania ) who also contributed to the development of the data base from September 9 to November 1, 1997. Studies got under way on October 1997 in order to precise the specifications of the MED-HYCOS Information System (MHIS). These studies were carried out by PRC staff, in collaboration with SERIAT, a French engineering company specialised in multimedia products, which was contracted by the project for this purpose. The specifications of the MHIS is being written and will be presented in June 1998 to the ICG, together with the first operational version of the MHIS system. Besides, the participation of ORSTOM in the European project "ESIMEAU" (Information Technologies for Water Resources management an Modelling in Semi-Arid Areas) co-ordinated by INRIA (French National Institute of Applied Research in Computer Science) and connecting engineering and research Institutes and Universities from Morocco, Algeria, Tunisia, Lebanon, Greece and the Netherlands should reinforce the development of the MED-HYCOS information system. 2.5. Objective 3 : improvement of National Services The first RTF3 meeting was held in Malta from November 10 to 14, together with the third ICG meeting. The following countries and organisations were represented : - Bulgaria, Italy, Malta, Slovenia, Tunisia, Romania, Albania (invited observer)., WMO, and MEDIAS-France. In order to identify the needs of the national Hydrological Services a questionnaire was circulated to assess the present status of hydrological practices in hydrometry and telemetry. Mrs. Dobri Dimitrov (Bulgaria) and Anton Music (Slovenia) conducted a review of the responses received and presented the results in Malta. Most of the countries expressed needs for equipment and software, mostly related to discharge measurement. Considerable needs were also expressed for manuals and training, especially for data processing as well as for discharge measurement and establishment of rating curves. On this basis, the PRC has to prepare in early 1998 proposals to procure equipment and software. RTF3 meeting also recommended that an expert mission should be fielded to the Palestinian Territories to discuss with the Palestinian Water Authority the specific needs of the Territories. 2.6. Objective 4 : Creation of an information infrastructure The first RTF4 meeting was held in Montpellier from June 30 to July 4 with the participation of the following countries and organisations : Bulgaria, Cyprus, Italy, Georgia, Slovenia, WMO, and GRDC (invited observer). The meeting identifies two types of projects to be developed which would demonstrate the impact and possible use of the information gathered by the MED-HYCOS project: - Regional projects: climatic trends, water resources variability. - Sub-regional projects: international waters and transboundary problems, evaluation of evapotranspiration, river-based pollution to the coastal zones of the Mediterranean Sea. The Web server developed over the year 1996 is able to present institutional and technical information on the project, in particular the near real time data from the DCPs. As part of its activities in seeking funds for the project the ICG meeting in Malta, agreed to submit a proposal to the EU programme ENRICH. If accepted this could help for the improvement of the MHIS. In order to develop this proposal, representatives from the following countries met in Montpellier from November 24 to 28: Albania, Bulgaria, Romania and Slovenia The main objective of the project proposed is to promote a Water Observation and Information System (WOIS) providing end users with real time and historical data on water quality and quality, therefore fully in line with the objectives of the MED-HYCOS project. The proposal received additional support from Malta (Water Services Corporation) and Italy (Fondazione per la meteorologia applicata) and proposes to reinforce the development of the hydrological information system for a global amount of 275000 ECU over 2 years. The poster issued in 1996 will be updated in 1998 and distributed to the countries in both English and French. An information brochure dedicated to the general public is being prepared. In 1998 the production of CD ROM bundle with data from the countries will display the first products of the project for users which are not yet connected to the Web or with low speed connection. 2.7. Objective 5 : development of an electronic network WMO is in charge of this
objective. The establishment of a computer to computer connection between
the National Meteorological and Hydrological services in Tunisia is underway.
Similar activity is being implemented in Morocco.
3. Statement of Expenses for 1997 The following table presents the expenses in French Francs made in 1997 for the MED-HYCOS project and the ratio of actual expenses as compared to the ones planned in the agreement. 1997 MED-HYCOS project expenses in FF
It has to be noted that additional expenses for ICG are related to the fact that it was necessary to have more meetings of this Group to review and modify, as necessary, the implementation plan to better cope with the actual situation and problems faced by the participating countries in implementing the project on a day to day basis. This has resulted in delaying the implementation of the project as compared to the expectations. As a result of the above, the expenses for the different RTFs have been significantly below the expected ones. 4. Main results of 1997 and activities expected for 1998 by objective The WMO/ORSTOM agreement was established for the years 1996-1997. The text of this agreement is given in Annex 4 and Annex 5 shows the schedule for the activities carried out in 1997. According to article 8 of the agreement, an exchange of letters between WMO and ORSTOM should be initiated to extend ORSTOM involvement until 31 March 1999. 17 DCPs have been shipped in 1997. In December 1997, only 7 were operational due to delay in their installation by the recipient countries. The remaining 8 DCPs (from which 5 have been ordered in August 97 and will be delivered in May 1998) will be shipped to the following countries (Algeria, Bosnia, Cyprus, Lebanon, Turkey, Palestinian Territories). 15 DCPs will be ordered in 1998 and it is expected that the beneficiary countries will install them as soon as possible. The two training sessions previously planned in May and July 1997 have been bring together in May, in Croatia. The Palestinian Territories and Syria are the only eligible countries which did not sent representatives to a training session. The RTF1 co-ordination meeting will be organised as soon as the 25 stations will be implemented. The RTF 2 was held as previously planned in June 1997. A major contribution from the countries towards the development of the information system was the presence in Montpellier of two experts from September to November. The PRC would welcome more trainees in 1998, as soon as the building will be connected to full Internet. Support missions to the national services planned in 1997 will be conducted in 1998, as soon as the information system will be operational in the countries. The co-ordination meeting planned in 1997 will be held in 1998. The first meeting of the RTF3 was organised in November 1997 in Malta. The needs of the countries for supplementary equipment and training requirements have been assessed. On this basis equipment and software will be purchased in 1998 and send to the countries with emphasis on the sharing out of software tools and the organisations of training courses on data processing. The co-ordination meeting planned in 1997 is planned to be held in 1998. The RTF4 met for the first time in July in Montpellier. The WEB site established in 1997 was refashioned at the end of the year and missions have been carried out in 1997 within the framework of objective 4 (mission F. Chevenet in Boston, June 97 ; mission RTF 4 - ENRICH in Montpellier, November 97). The preparation of the brochure is almost finished. The publication of a newsletter should be reconsidered latter according to the recommendations of the RTF4. The production of a CDROM bundle is being conducted. The PRC will provide the countries with publication software and equipment in 1998. The RTF4 co-ordination meeting is postponed in 1998. The present document corresponds to the commitment of the PRC to submit a 1997 annual report. The co-ordination meetings of the ICG have taken place as expected. 4.6.
Conclusions

Also of great concern the difficulties in convincing some of the participating countries to provide the regional data base with historical time series of data for a limited number of stations, including those equipped with MED-HYCOS DCPs. As agreed upon at the second ICG meeting in Metkovic (May 12 to 14) these data are essential to allow the development and the implementation of the MED-HYCOS information System (MHIS) which is the corner stone of the project. Without the possibility to demonstrate openly on the Web the usefulness of the MHSI it will not be possible to sustain the project for a sufficient period to allow the countries to really benefit from it, built on it and then improve their situation as far as water resources assessment and management is concerned. It is also expected that the demonstration projects, which were discussed at the second and third ICG meetings, respectively in Metkovic and in Malta would be implemented rapidly in order to contribute to the promotion of the project. Countries are therefore expected to provide the PRC with some more elaborated proposals along the lines of the initial ones. In 1998, the PRC would:

Obasi, and l’ Institut français de recherche scientifique pour le développement en coopération hereinafter called ORSTOM having its headquarters in Paris, 213, rue Lafayette 75006 represented by its Director General, Mr Jean Némo, Whereas The objective of the WMO Programme named World Hydrological Cycle Observing System (WHYCOS) is to provide a scientific basis for water resources monitoring, assessment and management at both national, regional and global levels; The aim of the Mediterranean Hydrological Cycle Observing System (MED-HYCOS), a regional component of WHYCOS, is to improve cooperation among the countries of the Mediterranean Sea basin, including the Black Sea, in the field of water resources assessment and management, notably through the promotion of modern technologies for the collection, transmission, processing and dissemination of relevant water data and information; The World Bank and WMO have entered into a financing agreement for the implementation of MED-HYCOS. The Participating Countries in MED-HYCOS are Albania, Algeria, Bosnia-Herzegovina, Bulgaria, Cyprus, Croatia, Egypt, France, Greece, Israel, Italy, Jordan, Lebanon, the former Yugoslav Republic of Macedonia, Malta, Morocco, the Palestinian Authority, Portugal, Slovenia, Spain, Syria, Tunisia, Turkey and Yugoslavia (Mediterranean Sea Basin) and Georgia, Moldavia, Romania, Russia and Ukraine (Black Sea Basin). Albania, Algeria, Bulgaria, Croatia, Cyprus, Egypt, Israel, Jordan, Lebanon, the former Yugoslav Republic of Macedonia, Malta, Morocco, Slovenia, Syria, Tunisia, Turkey, and the Palestinian Authority are eligible to receive equipment under the World Bank financing agreement, provided their governments have accepted the project. The MED-HYCOS Scientific and Technical Meeting (Montpellier, 17-19 May 1995) has accepted the offer from ORSTOM to host the Pilot Regional Centre (PRC) for the MED-HYCOS project for a duration of 3 years from 19 May 1995 and the Project document, which makes provision for the establishment of the PRC at ORSTOM, has been officially signed by 6 governments and endorsed by 5 other and Palestine Authority. The Initial Co-ordinating Group (ICG) during its first meeting (Montpellier, 5-7 March 1996) has established the Implementation Programme (IP) for the years 1996-1997; The PRC and WMO have jointly established a detailed plan for the achievement of five Immediate Objectives of the MED-HYCOS Project, herewith attached as Annex 1; ORSTOM has seconded staff to the PRC for a total of 36 man/month on an average annual basis; The PRC is located in the building rented by ORSTOM in the Lavalette area (Montpellier, France). It is agreed as follows: Article 1 - Scope of Agreement The present agreement is established for the execution by the PRC, hosted by ORSTOM, of the activities it agrees to be responsible for, as detailed herein in annexes 1 and 2. Article 2 - Objectives The activities proposed within the framework of the IP are aimed at fulfilling the five Immediate Objectives of the MED-HYCOS Project: Immediate Objective 1 : Installation of a network of key stations of multisensor-equipped Data Collection Platforms (DCPs) for the collection and transmission of several variables related to water resources monitoring. Immediate Objective 2 : Development and implementation of the regional data base for water resources at the PRC. Immediate Objective 3 : Improvement of national hydrological services and networks, notably through provision of new equipment and development of related training programmes. Immediate Objective 4 : Creation of an information structure to facilitate communication and co-operation between the Participating Countries and other regional development initiatives.. Immediate Objective 5 : Implementation of a regional computer network for the monitoring of the regional water resources. Article 3 - Division of Responsibility a) WMO is the executing agency for the MED-HYCOS Project. b) ORSTOM, hosting the PRC, accepts responsibility for the implementation of the activities, except as provided in c) hereunder, required to achieve Immediate Objectives 1 to 4, c) WMO retains responsibility for the procurement and shipment of the equipment and for implementing Immediate Objective 5. Article 4 - Financial arrangements WMO will reimburse ORSTOM for the performance of the activities required by this agreement as follows: a) The budgets for the activities of the PRC are set out in Annex 2. The budgets for the years 1996 and 1997 amount respectively to US$ 67,500 and US$ 340,300 and include the participation of WMO towards the annual running costs of the PRC, as well as provision for contingency. b) The total budget for each year will not be exceeded without prior written agreement from WMO; c) Within the total budget for each year, expenses as estimated in annexes 1 and 2 may vary between activities, provided that the objectives of the project are served and the total annual budget is not exceeded; in case of doubt, ORSTOM should obtain written authorisation from WMO; d) The provision in the annual budgets for expenses of ORSTOM toward the annual running costs of the PRC represents 50% of the estimated running costs, up to a maximum of US $18,000 per annum. This sum will not be varied; Payments will be made in accordance with the following schedule:
All payments will be made by bank transfer in US$ to the bank account opened by ORSTOM with the Trésor Public, RGFIN de Paris, account number 00003005045. ORSTOM will meet the cost of ORSTOM staff seconded to the PRC, averaging 36 man/months on an annual basis. These costs are not included in the budgets at Annex 2 and will not be included in the recapitulative statements of expenses for each year. Article 5 - Administrative Arrangements The Administration of ORSTOM will facilitate the activities required by this agreement, to be carried on outside French territory, notably for travel undertaken by nationals of Participating Countries. When carrying out its activities under this agreement, the PRC shall comply with ORSTOM financial rules in accordance with the rules of the French public accountancy and, where appropriate, abiding by WMO procedures. In particular : (i) All travel authorised by ORSTOM for the purposes of this agreement will be undertaken at the lowest available cost (economy class); (ii) To economise on expenditure, the maximum daily allowances shall be paid at the rate applicable, either by WMO or ORSTOM, whichever is lower at the time of travelling; (iii) The statement of expenditures relating to the implementation of travel or another activity organised within the Participating Countries shall conform to the ORSTOM regulations, and/or WMO procedures as appropriate; (iv) When necessary, prepaidtickets may be used. Travel expenses may be paid directly by ORSTOM, or via the Treasury or the French Embassy, or by the UNDP representatives in the Participating Countries. (v) Where essential for the efficient performance of the activities required by this agreement, and in particular to facilitate the payment of expenses in the Participating Countries, ORSTOM may use the services of private or public organisations. Article 6 - Equipment Procurement WMO will be responsible for the procurement and the shipping to the Eligible Countries and to the PRC of equipment required for the purposes of this agreement. The Eligible Countries will be responsible for the importation of the equipment (customs arrangements, regulations, etc.). In collaboration with the PRC, they will be responsible for the installation, operation and maintenance of the DCP’s. ORSTOM will not be responsible for loss or damage to DCP equipment pertaining to the project that may occur during the testing, installation, operation and maintenance of the DCP’s in Montpellier or in the Eligible Countries other than loss or damage arising directly from any malicious or negligent act or omission of ORSTOM, its agents or employees. Article 7 - Reporting arrangements ORSTOM will present to WMO, a report of the activities undertaken under this agreement, by the following dates : (i) January 31st, 1997; (ii) July 31st, 1997; (iii) January 31st, 1998. These reports will be reviewed by the parties during joint meetings. Article 8 - Duration of the Agreement The present agreement shall enter into force on signature and shall remain in force until the approval by WMO of the recapitulative statement of the expenses for 1996 and for 1997. This agreement may be modified and extended by simple exchange of letters dated and signed between the parties. The modifications and the extension of the agreement may include implementation of activities for which additional funds might became available. Article 9 - Dispute Resolution In case of any dispute related
to the interpretation or to the execution of the present agreement the
two parties agree to use all reasonable endeavours to settle the difference
out of court.
