1. WHYCOS OBJECTIVES

In 1993 the World Meteorological Organisation (WMO), with the support of the World Bank, started to promote the development of a World Hydrological Cycle Observing System (WHYCOS). This global network of reference stations is being developed through regional components with the aim of promoting modern technologies and a regional approach to water related problems, by improving the capacities of the hydrological services and by encouraging co-operation between hydrologists.

The first regional component, called MED-HYCOS, concerns the riparian countries of the Mediterranean Sea with a possible extension to Black Sea as additional funds would be made available to the project. Another regional component is now being implemented in Southern Africa (SADC-HYCOS) with the financial support of the European Union and with WMO as the supervising agency and other components are at different levels of development such as AOC-HYCOS and Congo-HYCOS in West and Central Africa, SADC-HYCOS in southern Africa, CARIB-HYCOS for the Caribbean basin, IGAD-HYCOS for Eastern Africa, Nile-HYCOS for the Nile river basin and Baltic-HYCOS for the Baltic Sea basin.


2. Implementation strategy for the MED-HYCOS programme

The scientific and technical meeting organised in Montpellier, May 17-19, 1995, which was attended by representatives of WMO, the World Bank, participating countries and partner organisations, has accepted the offer from ORSTOM (the French Institute of Scientific Research for Development through Co-operation) to host the Pilot Regional Centre (PRC) at the AGROPOLIS scientific campus, in Montpellier, France.

The PRC is in charge of the co-ordination of the activities related to the implementation of the project during its start up period, from May 1995 to May 1998, and serves as a focal point of a dynamic network grouping the MED-HYCOS programme partners.

The PRC operates under the authority of the Regional Co-operation Group (RCG) composed of the representatives of the countries and the organisations involved in the programme. The RCG is responsible for the definition of strategic, technical and operational aspects of the program. The countries involved contribute to the success of the programme by their participation in activities for which their expertise and skill are well established.

The RCG has mandated the Initial Co-ordination Group (ICG) to help the PRC in its work. The ICG is presently composed of 7 countries :

  • Bulgaria,
  • France,
  • Italy,
  • Malta,
  • Rumania,
  • Spain,
  • and Tunisia
and 5 organisations :
  • WMO,
  • the World Bank,
  • FRIEND-AMHY (Flow Regimes from International Experimental and Network Data-Mediterranean and Alpine Regions),
  • MEDIAS-FRANCE ("Groupement d'Intérêt Public" federating the activities of the French research organisations for the global environment)
  • and ORSTOM.

3. Immediate objectives

An implementation strategy has been set up for the first three years of the programme (May 1995 - May 1998).

In March 1995, the Initial Co-ordination Group defined five immediate objectives and decided to create four working groups or Regional Task Forces (RTF) :

  • objective 1 : implementation of the Data Collecting Platforms (DCP) network for the acquisition and remote transmission of hydro-meteorological data (RTF 1),
  • objective 2 : design and implementation of the computerised regional data base (RTF 2),
  • objective 3 : support for the national hydrological services through the procurement of new equipment and the organisation of training sessions (RTF 3),
  • objective 4 : creation of an information infrastructure to facilitate communication and co-operation between countries and other programmes for development (RTF4),
  • objective 5 : implementation of a regional network for electronic communication.
Table 1 in Annex 1 lists the countries involved in the project and gives some information about their involvement.

Annexe 2 gives the list of the Med-Hycos national representatives.


4. Activities conducted in 1996

The PRC has organised two meetings in 1996, the first ICG meeting in March, and the RTF1 first meeting in September/October. Activities in 1996 were limited due to the late signature of the agreement between ORSTOM and WMO.

However, the PRC kept contact with most of the countries involved in the project and undertook a large number of activities connected with the commissioning, test, set up and shipment of the DCPs to countries, as well as the preliminary development of the regional data base and the implementation of the WEB site on INTERNET.

4.1. PRC activities

In 1996, the PRC was installed in the Lavalette building, offering a 100 m² office platform, with mainly a SUN computer, two microcomputers, a METEOSAT data reception station and a workshop for DCP testing and programming.

ORSTOM Staff involved

Six members of ORSTOM staff were at the disposal of PRC for varying periods in 1996 :

  • Marc Morell, hydrologist research engineer, project co-ordinator (2 months)
  • Manuelle Perraud-Rival, administrative secretary, in charge of the administrative work connected with the project (6 months)
  • Jacques Colombani, hydrologist, director of research, in charge of the international relations connected with the project (6 months)
  • Robert Gouyet, hydrologist researcher, designer and webmaster of the project INTERNET site (6 months)
  • François Chevenet, computer engineer, in charge of the development and implementation of the regional data base (4 months)
  • Pierre Marchand, electronic engineer, in charge of commissioning, test, set up and shipment of the DCPs, and involved in the training sessions (4 months)
Operation

In 1996, Marc Morell carried out three missions (Taormina, Beyrouth, Bucarest) and Jacques Colombani one mission (Damas), both providing opportunities for promoting the project :

  • Taormina (Sicilia), June 96 : contact with J-M Martin (Water Task Force, European Union)
  • Beyrouth (Lebanon), October 96 : contact with S. Catafago (Med-Hycos representative) and W. Najem (CNRS and Water Council)
  • Bucarest (Romania), November 96 : contact with M. Marinel Ioana, Director of the National Hydrometeorological Institute (INMH), M Stanescu and Liliana Fugaciu (INMH - Med-Hycos representative)
  • Damas (Syria), December 96 : contact with Minister of Irrigation Abdel Rhaman Madani, Vice Minister Barakhat Hadid and with ACSAD.

4.2. ICG meeting

The Initial Co-ordinating Group met in Montpellier in March 1996.

Countries represented :

  • Bulgaria, Spain, France, Italy, Malta, and Romania;
Organisations represented:
  • WMO, The World Bank, FRIEND-AMHY, MEDIAS-FRANCE and ORSTOM
Israel and the Palestinian Territories were also invited to attend (only Israel was represented) as well as the following organisations :
  • METEO-France, VERSEAU,
  • Regional Direction for the Environment , France
  • Montpellier District.

4.3. Implementation of the immediate objectives

4.3.1. Objective 1: Implementation of the network of DCPs

The technologies selected for the Med-Hycos Project have already demonstrated their reliability by large telemetered networks in West Africa (for example, the World Health Organisation (WHO) with its the onchocercosis programme (OCP)). Remote transmission of the data via METEOSAT allows the remote monitoring of the equipment and real time availability of the data for the assessment and management of water resources.

4.3.1.1. Technical specifications of DCPs

In June 1995, the PRC proposed to RCG and to WMO (executive agency of the project) technical specifications for the Med-Hycos DCPs.

A manufacturer CEIS-TM (Toulouse, France) was selected to provide the first 20 DCPs.

The DCPs are equipped with «intelligent» sensors. They permanently measure water level, rainfall, air and water temperatures, and may be equipped with additional sensors (13 possibilities) to measure water quality variables (pH, turbidity, conductivity, etc.) and climate variables (humidity, solar radiation, wind, etc.). All these data are transmitted through METEOSAT satellite. Each country will receive in real time its own data measured by its own stations.

4.3.1.2. Test and shipment of DCP

A purchase order for 20 DCP was sent by WMO to CEIS-TM in February 1996. The DCPs were delivered the beginning of August 1996 and tested and set up at the PRC. In March 1997, 7 of them were sent to the following countries : Cyprus, Croatia, Slovenia, Tunisia, Turkey.

The second delivery, probably in May 97, may concern Albania, Algeria, Bulgaria, Macedonia, Malta, etc.

The other DCPs would be sent to the countries fulfilling the following conditions :

  • The country is eligible for World Bank funding
  • The project document has been be signed by the government
  • EUMETSAT application form has been transmitted to WMO
  • One technician of the country concerned has taken part in a training session for the operation and maintenance of the DCPs.
4.3.1.3. RTF1 training session, September-October 1996

A training session was organised for the operation and maintenance of the DCPs for 16 hydrologists from the following countries :

  • Albania, Algeria, Bulgaria, Croatia, Israel, Jordan, Lebanon, Macedonia, Malta, Moroco, Tunisia, Turkey, Spain, Italy, Romania and Ukraine.
The list of the participants is given in Annex 4. Participants are the members of the provisional RTF1.

Training began in Toulouse (CEIS-TM, 23 - 27 September 1996) and continued at the PRC in Montpellier (30 September - 4 October). The training enabled participants to present their organisation, the characteristics of their working environment , the equipment they were using and also the constraints limiting their activities.

4.3.2. Objective 2 : implementation of the Regional Data Base

During the meeting of the Initial Co-ordinating Group, the PRC puts forward a proposal for a development project for the regional data base. The project, which was first evaluated by some members of the ICG, was then adopted.

The choice was made of a secured data base, resident on a work station, managed with SGBD ORACLE and interfaced with NETSCAPE so as to be available on an internal network and/or on INTERNET.

Initially only data collected by MED-HYCOS DCPs would be managed :

  • water level and discharge
  • rainfall
  • water temperature
  • air temperature.
Real time data from the MED-HYCOS network would be validated by the participating countries and transmitted ,as soon as possible on a regular basis, to the PRC. Historical data from the Mediterranean networks would be used with the real time Med-Hycos data, especially for the preparation of hydrological products. Additional information on catchment characteristics and on water resource management in the region would complement the data base.

The regional data base is shared between the MED-HYCOS partners, and, under certain conditions, will be made available to other users.

The dissemination system would connect the PRC with national agencies of participating countries and other regional and international data bases. The possibility to transfer data onto CD-ROM together with the results from regional hydrological studies is under consideration. A prototype of the data base : Hydro-Meteorological System (HMS) would be in two parts. The first part, the data base itself called Hydro-Meteorological Data (HMD) and the second one , the management software, called Hydro-Meteorological Tools (HMT). This prototype would be presented to the RTF2 members in June 1997.

For the moment, this task consists in the management and numerical/graphical processing of hydro-meteorological data via the World Wide Web (W3).

The W3-to-Database connectivity use the Tcl/Tk language as a basic programming environment, especially with the Tcl/Tk plugin, which enables a powerful Human-Machine interaction inside W3 documents.

The information system is based on :

  • the Oracle relational database management system (server side) dealing with hydro-meteorological data such as streamflow discharges, temperature, rainfall, and so on,
  • a Tcl applets (tclets) library (running on the client side) using the Tcl/Tk plugin and dealing with data edition, graphical representations for exploratory data analysis (Tukey, 1977) and statistical analysis.
Depending on user interaction, the tclets use the HTTP protocol for querying the database towards, OraTcl CGI scripts, OraTcl is a well known Tcl extension from T. Poindexter that provides access to a Oracle Database server, and, Tcl CGI scripts managing i/o C programs for multivariate analysis methods such as Principal Component Analysis.

At present, the MED-HYCOS information system is still under development, but the first results are decisive.

The Tcl/Tk plugin enables dynamic graphical methods inside W3 documents with good performances. These methods have two important properties : direct manipulation and instantaneous change (Becker, Cleveland & all, 1987).

The Tcl/Tk environment simplifies the system's architecture through its homogenization. For instance OraTcl instead of Pro*C for the SQL queries, Tcl instead of Perl and Tcl/Tk for applets.


4.3.3. Objective 3 : support for the national hydrological services

During the RTF1 meeting held in Montpellier in September 1996, initial exchanges took place among partners on computer tools and hydrometric practices that are presently used by their hydrological agencies.

Further meetings planned in 1997 would allow this survey to continue and a list of the equipment and training requirements would be prepared.

The RTF3 meeting, expected to take place in September 1997, would review surveys carried out in this domain and would propose a list of equipment and software to be purchased by the project as well as training sessions to be organized.


4.3.4. Objective 4 : creation of an information infrastructure

The Med-Hycos forum was set up in April 1996 and can be accessed by all those interested in the project at the following address but it was not really success.

A Web server was therefore developed at the following address : .

This Web site is a part of the MED-HYCOS project, and its aim is to allow better communication between the hydrological departments of the area, and to give to outsiders surfing on the Internet, lot of them being scientists, information on the water problems and fresh water data of the Mediterranean and Black Sea countries.

The main purpose of this site is to provide administrative and technical information on the project, on the hydrological measurement stations and on the hydrological departments involved in it.

First a home page, which is a summary of the following information :

  • a "News" page, where the last additions to the site are listed ;
  • information on the meetings of the project, reports on the past meetings, advertising for the future meetings ;
  • information on the training programs, in the same way ;
  • administrative information, like documents about the set-up of the project ;
  • technical information on the Data collecting platforms ;
  • presentation of the hydrological departments which are members of the project, with a special page for each country's representative with their e-mail ;
  • presentation page for each of the hydrological stations to be included in the project ;
  • some pages about the Web site, with lists of Web addresses related to hydrology;
This Website is intended to be a test version, to allow members of the project to get used to communicating on the Internet.

A graph shows the increasing number of visitors, as a moving monthly mean which is computed every decade.

A significant number of hits or connections cannot be identified, but using those which can be, we can see that those coming from the MED-HYCOS related people are slowly growing. This number will increase even more in the future, as new hydrological departments now have access to the Internet.

The final version of the Web site will include the use of a database (see immediate objective 2).

The meetings of RTF4 (communication) and RTF2 (database) are scheduled to take place in Montpellier in July. They will deal with a lot of questions, and among them the future of this site, as well as with its connection to the database, and with the related data policy.

Moreover, a logo and a poster were prepared. They are also available on magnetic support.


4.3.5. Objective 5 : implementation of a regional network for electronic communication

Missions were undertaken in 1996 by the WMO in two countries (Tunisia and Morocco) . Proposals have been made for the use of either the Global Telecommunication System (GTS) of WMO or/and Internet for the reception and dissemination of the data collected by the Med-Hycos network and transmitted by METEOSAT to EUMETSAT in Darmstadt, Germany and to the PRC.


4.4. Summary of PRC expenses in 1996

The detailed PRC expenses are shown in Annex 5. The main headings of expenses are as follows in $US :

4.5. WMO/ORSTOM agreement

The agreement signed between WMO and ORSTOM set up the precise responsibilities of the PRC in implementing the objectives of Med-Hycos for the years 1996 and 1997. In fact, because of delay, the activities would be running until March 1998.

The complete text of the agreement is presented in Annex 6 with two additional annexes.


5. PLANNED ACTIVITIES FOR 1997

In 1997, the main goals for the PRC are :

  • to organise meetings and training sessions related to project activities in the participating countries ;
  • to assess abilities in each participating country and each organisation in order to fully participate in the different fields of the project such as : administration, technology, scientific support, training ;
  • to schedule the developments required in terms of computing remote sensed data and for information processing necessary for the operational data base ;
  • to propose products that would be developed and distributed ;
  • to propose co-operation agreements with international organisations and regional or international programmes ;
  • to prepare outlines for agreements with countries willing to increase their participation in Med-Hycos, (additional sites to be equipped, national contribution to Med-Hycos activities, financial arrangements, data dissemination procedure, etc.).
  • to propose an electronic communication system between the Med-Hycos partners.
The countries collaborating with the PRC would be expected :
  • to install the Data Collection Platforms;
  • to set-up the regional data base;
  • to set up the information dissemination system;
  • to prepare and distribute reports ;
  • to organise training sessions on collection, transmission, and processing technologies and information dissemination ;
  • to exchange management software and tools especially in order to process raw data .
During this period, the PRC would rely on additional structures able to take responsibility for specific activities. Sub-regional centres throughout the Mediterranean region would subsequently emerge according to the potential of each country and/or organisation.

Co-operation and exchange would be established with national data bases and other global observation systems, programmes and projects such as GCOS, GTOS, GRDC in Koblenz, GEMS/WATER centre, FRIEND-AMHY and FRIEND-AOC (West and Central Africa).

The PRC would maintain close links with institutions and organisations working on the Mediterranean basin in the field of environment in general and especially with those working in the water resources field, such as FAO, UNESCO, the Blue Plan, the World Council for Water. In addition, the Med-Hycos project would favour close co-operation with other HYCOS regional components and in particular with African projects (AOC and SADC).

Annex 7 gives the schedule for the activities planned for 1997.


6. Conclusion

Between March 1996 and March 1997, the foundations of the Med-Hycos project were built :

  • definition of the immediate objectives of Med-Hycos by the ICG ;
  • procurement, test and set up of the first 20 DCPs and organisation of a training session on installation, operation and maintenance ;
  • shipment of the first DCPs to participating countries;
  • preparation and signature of an agreement between ORSTOM hosting the PRC and WMO (executing agency) ;
  • development of the regional data base ;
  • creation of a forum and establishment of a Web server.
The activities of the Med-Hycos project in 1997 should significantly increase due to financing facilities. This budget would be administrated by the PRC and its partners, under the control of WMO, executing agency.

The main objectives in 1997 are to :

  • install a network of 30 data collection platforms ;
  • set up a regional data base, with data collected in real or near real time, complemented with historical data and accessible by Internet ;
  • network hydrological partners in the project who would be asked to increase their capacity to produce and exchange high quality hydrological information.
Thus, the Med-Hycos PRC and partners need to keep in mind that the Med-Hycos project, presently in its initial phase, ultimately intends to become a concrete example of co-operation all around Mediterranean Sea especially to support water policy and sharing of information.

The technological progress and the lessons to be learned may be useful in the near future in other HYCOS components/projects in Africa (AOC - SADC) and in the Caribbean area (CARIB).

In conclusion, the Med-Hycos project would be a catalyst for closer collaboration between the main actors in the water sector in the Mediterranean basin, hopefully including the Black Sea.
